Summit County §509.08(b)(3) bars operating any vehicular radio, stereo, or noise-making device in public or private places that disturbs the neighborhood's peace. Vehicle sound audible more than 100 feet away is a factor in violations. Chapter 343 separately targets motor-vehicle sound equipment.
Two countywide provisions address vehicle noise. Section 509.08(b)(3) prohibits operating or maintaining any vehicular radio, stereo, CD player, or noise-making/amplifying device in any public or private place by which the neighborhood's peace and good order is disturbed. In deciding violations, officers may consider whether sound from a vehicle on a street, highway, or public right-of-way is audible more than 100 feet from the vehicle. Summit County Chapter 343 (Sound Equipment Noise) addresses excessive or loud noise from sound equipment in motor vehicles, with remedies that can include equipment confiscation. Loud exhaust and modified mufflers are also regulated by state law under ORC 4513.22.
Noise-nuisance penalties apply: warning, then minor misdemeanor, then 4th-degree misdemeanor up to $250. Vehicle sound equipment may be seized and forfeited under ORC 2933.41–.43.
