§46-137 specifically enumerates 'the discharge into the open air of the exhaust of any steam engine, stationary internal combustion engine or motor boat except through a muffler' and 'the use of any automobile, motorcycle, or vehicle so out of repair...as to create loud and unnecessary grating, grinding, rattling, or other noise.' Georgia state law (O.C.G.A. §40-8-71) prohibits cutouts, bypasses, and amplifying devices on exhausts. Fulton County police can cite under either authority.
County citation: up to $500 / 30 days. State citation under O.C.G.A. §40-8-71 is a misdemeanor with separate fine schedules.
