Bloomington, IL Noise Ordinances: Vehicle Noise (2026)

Bloomington's vehicle-noise rule, City Code § 29-1102 (Ch. 29, Sec. 83, added by Ordinance No. 2004-4), covers both mechanical and stereo noise from vehicles on city streets. Subsection A states that it is unlawful to operate a vehicle which makes unusually loud or unnecessary noise, and that no motor vehicle shall be operated on any street unless provided with a muffler in efficient actual working condition, with the use of a cutout prohibited. Subsection B targets car audio directly, making it unlawful for any driver to operate or permit operation of a sound amplification system that can be heard outside the vehicle from 75 or more feet while the vehicle is being operated upon a highway, unless the system is being operated to request assistance or warn of a hazardous situation.

Subsection C exempts authorized emergency vehicles from the whole section. Schedule XVI of the traffic code, § 29-1819, sets the fine specifically for the sound-amplification violation: the table row for Unnecessary Noise, Sound Amplification System, § 29-1102B, lists $250 for a first offense, $500 for a second, and $1,000 for a third or subsequent offense. That escalating schedule is steeper than the general muffler violation, which falls back to Chapter 29's default penalty at § 29-2605 (not less than $10 nor more than $500) absent its own listed fine.

The Bloomington Police Department enforces both the muffler requirement and the audio-system limit, typically during traffic stops where an officer can hear the vehicle from outside.
