No vehicle in unincorporated Osceola County may discharge exhaust except through a working muffler (§ 9-110(d)). On-road motor-vehicle noise is regulated by Florida law (FS 316.293), and off-road recreational vehicles must meet the county's § 9-110 limits.
Section 9-110(d) bars discharging the exhaust of any engine or motor vehicle "except through a muffler or other device approved by the mechanism's manufacturer, which will effectively prevent loud and explosive sound." On public rights-of-way, motor-vehicle noise is governed by FS § 316.293 and FS § 403.415, adopted by reference in § 9-112(a) so violations vest in the county court. Off-road recreational vehicles—go-carts, motorcycles, dune buggies, racing vehicles—may not exceed the § 9-110 property-line limits (§ 9-112(b)). Farm equipment is exempt only if muffled (§ 9-110(h)(7)).
Unmuffled or excessive vehicle noise is enforceable as a county code violation and, on public roads, under Florida Statutes 316.293/403.415 in county court.
