Miramar, FL Noise Ordinances: Vehicle Noise (2026)

Section 10-116 enumerates specific acts the city declares loud, disturbing and unnecessary noises under the broader ban in § 10-115, and three of them target vehicles directly. Subsection (2) targets horn misuse: it bars sounding any horn or signal device on an automobile, motorcycle, bus or other vehicle while not in motion, except as a danger signal if another vehicle is approaching apparently out of control, and also bars sounding a horn for an unnecessary and unreasonable period of time even as a legitimate danger signal. Subsection (6) reaches vehicles in poor mechanical condition: using any automobile, motorcycle or vehicle so out of repair, so loaded, or operated in such manner as to cause loud and unnecessary grating, grinding, rattling or other noise is itself a violation, independent of speed or location. Subsection (8) is the muffler requirement: it is unlawful to discharge into the open air the exhaust of any steam engine, stationary internal combustion engine, motor vehicle or motor boat engine except through a muffler or other device that will effectively prevent loud or explosive noises.

These three subsections do not require proof that any particular neighbor was disturbed the way the radio and yelling provisions in § 10-116(3)-(4) do; the conduct itself, an improperly used horn, a rattling vehicle, or exhaust without a functioning muffler, is what the ordinance targets. State law also separately regulates vehicle exhaust noise under Fla. Stat. § 316.293, which the city code cross-references.
