Port St. Lucie bans sounding a vehicle horn or signaling device continuously for more than 30 seconds except as a danger warning, while general motor-vehicle exhaust/engine noise is governed by Florida Statutes chs. 316 and 403.
Section 94.06(a) of Chapter 94 prohibits the sounding of any horn or signaling device on a motor vehicle on any street or public place continuously and/or incessantly for more than 30 seconds, except as a danger warning. Section 94.05(e) exempts general motor-vehicle noise to the extent specified in F.S. chs. 316 (State Uniform Traffic Control) and 403 (Environmental Control), recognizing that running-vehicle and exhaust noise is set by state law -- F.S. 316.272 requires every motor vehicle to be equipped with a muffler in good working order to prevent excessive or unusual noise. Section 94.06(f) separately limits emergency signaling devices/alarms, barring intentional alarm sounding between 10:00 p.m. and 7:00 a.m. (except in emergencies) and alarm testing in excess of 30 seconds at any time.
Horn and alarm violations under Sec. 94.06 are enforced by code enforcement officers under Sec. 94.08 with penalties under Chapter 37; vehicle muffler/exhaust noise is enforced under Florida Statutes ch. 316 by law enforcement.
