Portage County, WI Noise Ordinances: Vehicle Noise (2026)

Section 2.1.5, part of Chapter 2's Public Peace and Order provisions, targets any vehicle operation that tends to create or provoke a disturbance by unreasonably loud use, which reaches loud exhausts, stereos, engine noise and similar excessive vehicle sound anywhere in the county, including the unincorporated towns under county jurisdiction. Enforcement runs through the Portage County Sheriff's Department, which under the Code's general enforcement clause, Section 1.8, issues citations for Code violations and may pursue civil forfeiture and injunctive relief in addition to citations. Because the section sits in the same chapter as disorderly conduct, battery and theft, it is treated as a general peace-and-order offense rather than a traffic regulation, meaning it applies regardless of where the noisy vehicle is located within the county.

A conviction is punished by forfeiture, and the section additionally allows incarceration for contempt if the forfeiture and prosecution costs go unpaid, up to a maximum of three months in the Portage County Jail. There is no separate decibel limit or measurement standard specified in the section; the test is whether the noise tends to create, cause or provoke a disturbance, which leaves the Sheriff's Department to make that determination in the field when issuing a citation.
