Summary

Victoria makes it a misdemeanor to run a car stereo or sound system audible 50 feet away, on any street, lot, or driveway, public or private.

It shall be unlawful for any person operating or occupying a motor vehicle on a street, highway, alley, parking lot, driveway, whether public or private property, to operate or permit the operation of any sound amplifying device from within the vehicle so that the sound is plainly audible at a distance of 50 or more feet from the vehicle.

City Code § 10-22.1 bars operating a sound amplifying device inside a motor vehicle so that it's plainly audible 50 feet or more away, whether the vehicle is parked, stopped, or moving on a street, alley, parking lot, or driveway: public or private property included. "Plainly audible" doesn't require discernible lyrics; a beat or bass vibration is enough. Government vehicles and parade-permit holders under § 22-34 are exempt. Separately, § 22-25 bans using an engine brake or retarder within the city, defining the noise it produces as a nuisance.
