Section 4-901 flatly prohibits above ground and underground propane tanks and their use anywhere inside the corporate limits of the City of Louisburg. Section 4-902 then lists specific exceptions to that ban, and the first one covers the tank size found on most home gas grills: tanks with a capacity of 20 pounds or less are exempt from the restriction entirely, so a standard 20-pound propane cylinder used to fuel an outdoor barbecue grill does not violate the ordinance. The same section also exempts standard tanks used to power petroleum-fueled vehicles, including recreational vehicles, and lets construction companies use standard heating tanks temporarily with the public officer's approval.

Larger residential or commercial heating tanks above 20 pounds need specific approval from the Governing Body under § 4-902(d), and a commercial propane filling station is allowed if it meets all other local, state and federal requirements. Section 4-903 defines liquefied petroleum gases and L-P gases to include propane, propylene, butane and butylenes, so the restriction and its grill-tank exception cover any of those fuels stored in a tank, not propane alone. The Building Inspector enforces Chapter 4 together with the Fire Department, and because a standard grill tank falls squarely within the 20-pound exception, a resident hosting a backyard cookout needs no separate approval or notice before connecting one to a gas grill.
