Sec. 58-81(a), rewritten by Ord. No. ' Item (20) specifically bars 'using a personal grill and other personal cooking apparatus not provided by the city,' which covers portable charcoal grills, propane grills, and smokers that a visitor brings themselves rather than a fixed grill the city installed. The same subsection separately restricts open flame in item (33): building or attempting to build a fire is prohibited 'except in such areas and under such regulations as may be designated by the director of parks and recreation,' and no person may drop, throw or scatter lighted matches, burning cigarettes or cigars, tobacco paper or other flammable material within a park or on an adjoining street or highway.

Because both items sit under the introductory permit clause, the city can authorize grilling or fire use at a specific location through a permit issued by the parks and recreation department; without one, bringing your own grill or smoker to a city park is a citable offense.
