Ashwaubenon, WI Outdoor Lighting: Billboard Lighting (2026)

Section 17-6-200(N)(1) prohibits billboards in the Village of Ashwaubenon "regardless of the nature, size, or location," except where the section itself carves out an allowance, and § 17-6-200(N)(2) requires a permit from the Zoning Administrator for any billboard that does qualify. Where a billboard is permitted at all, under § 17-6-200(N)(3)(e) only in the I-1, I-2, I-P, B-2 and B-3 districts adjacent to I-41 and WIS STH 172, the lighting restrictions in § 17-6-200(N)(3)(a) and (b) still apply on top of the location and size limits.

Subsection (a) bans any billboard illuminated by flashing, intermittent or moving lights, or by red, green or amber lights at intersections, outright, with no exception. A billboard that incorporates an electronic message center is also cross-referenced back to the Village's separate EMC brightness and animation standards in § 17-6-200(L)(2) plus any state and federal rules that apply. Subsection (b) requires that any illumination be shielded or directed so its intensity and brightness are minimized to the surrounding area, that the light stay direct rather than diffuse, and that the light source itself never be exposed toward property zoned R-1, R-2, R-3 or R-E, a legal nonconforming residential parcel, or the boundary of a residential Planned Unit Development overlay. No direct illumination may fall on a roadway, and no glare or visible light source is permitted at all under that same subsection. Separately, digital or electronic billboards face an additional buffer: § 17-6-200(N)(3)(g) keeps them at least 400 feet from any residential-zone boundary, twice the 200-foot buffer that applies to ordinary billboards under § 17-6-200(N)(3)(f).
