Summary
Henderson requires billboard illumination to be shielded and directed at the sign only, with the light source boxed into the structure so it isn't visible to people on the street, sidewalk, or adjacent property.

The light source shall be boxed and integrated into the structure as to not be visible to persons viewing the sign from any street, sidewalk, or adjacent property.

Notes: 1 Only one side of a back-to-back billboard will be counted; however, two opposing faces may not exceed 45 degrees from parallel.
2 Min. required distance is measured between points on the centerline of the adjacent street, and those points must reflect each sign’s perpendicular relationship to the street’s centerline. In no instance, however, because of a change in street direction or other measurement peculiarity, may the distance between signs be less than 750 feet when measured in a straight line.

The Development Code's billboard standards table (19.13.5-1) allows internal or external illumination, but external light must be directed and shielded to limit direct illumination of anything other than the sign face, and the light source itself must be boxed and integrated into the structure so it isn't visible to persons viewing the sign from any street, sidewalk, or adjacent property. A billboard may also carry an electronic message sign (EMS) component, but that component must independently meet HMC Subsection 19.13.4.B.3's separate EMS illumination, dimming, and static-message rules. Billboards require permits under HMC Title 15.
Violations & Fines
Nonconforming or improperly shielded billboards can be ordered brought into compliance or removed by the Director, who may pursue any remedy under HMC Section 15.12.060, including civil or criminal penalties against the property owner.
