The Sign Ordinance's list of prohibited locations, sign types, and messages in Section D3-50 flatly bans off-site signs and billboards throughout San Ramon, with no lighting-intensity exception that would let a brighter or larger illuminated billboard through. unless it identifies a business open during those hours and the lighting is subdued. Because a billboard itself cannot be built or maintained anywhere in the City regardless of how it would be lit, an applicant proposing off-site advertising signage, whether illuminated, digital, or static, is turned away at the sign-permit stage under Section D3-54's approval requirements before lighting specifications are ever reached.

The prohibition covers billboards on private and commercial property alike; there is no zone, including the industrial and commercial corridors near I-680, where an off-site advertising structure is allowed.
