Terrebonne Parish, LA Outdoor Lighting: Billboard Lighting (2026)

Section 6-126 of the outdoor advertising article addresses two separate concerns: what a sign displays and how it is lit. Subsection (2) covers the lighting fixtures themselves, permitting external lighting such as floodlights, thin-line fixtures and gooseneck reflectors, but only if the light source is directed onto the face of the sign and is effectively shielded to prevent beams or rays of light from being directed into any portion of a traveled way. That shielding requirement sits alongside the separate ban on revolving, rotating or flashing illumination in subsection (1), and the restriction in subsection (3) that no structure may project into the direct line of vision of a traffic-control signal from within 660 feet.

A permit under § 6-131 requires electrical specifications to be submitted with the site plan before a billboard can be erected, letting the Building Official confirm the lighting plan meets § 6-126 before installation. If a sign's lighting is later found out of compliance, it can be treated as an unlawful or prohibited structure under §§ 6-127 and 6-130: the parish sends 15 days' certified-mail notice to fix or remove it, and after that period may dismantle the sign and bill the owner $100 for dismantling, removal, transport and storage of the structure.
