Baytown does not have a standalone dark sky ordinance or International Dark-Sky Association designation. Outdoor lighting for commercial developments, multi-family projects, and parking areas is regulated through the Unified Land Development Code and site plan review process. These standards require shielded fixtures that direct light downward to minimize glare and light trespass. Parking lot lighting must meet minimum illumination levels while limiting spillover onto adjacent residential properties. Residential exterior lighting is generally unrestricted under city ordinance. However, lighting that creates a nuisance by casting excessive glare onto neighboring properties or roadways may be addressed through the general nuisance provisions of the code.
