Clearwater's coastline along Sand Key, Clearwater Beach, and the Pinellas barrier islands lies within the FDEP-designated sea turtle nesting zone under Florida Statute 161.163. Clearwater Code Chapter 49 (Beach Activities and Lighting) and the Community Development Code adopt the state Model Lighting Ordinance (Chapter 62B-55 F.A.C.). From May 1 through October 31, beachfront fixtures must be fully shielded so the bulb is not visible from the beach, mounted as low as practical, and use long-wavelength amber or red LEDs (560 nm or longer). Interior light visible through windows must be tinted, blocked, or turned off. The same shielding principles align with International Dark Sky Association guidance to reduce skyglow.
