Largo requires shielded, downward-directed site lighting in private developments under the Comprehensive Development Code, with foot-candle limits at residential property lines designed to reduce light pollution and protect adjacent neighborhoods.
Largo's Comprehensive Development Code Chapter 8 (General Design Standards) and Chapter 18 (Construction and Property Maintenance) require site lighting in parking areas and walkways to be designed and shielded so that exposed light sources do not cause illumination exceeding one foot-candle at a point five feet inside the lot line of residential properties. Lighting plans depicting foot-candle illumination at grade must be submitted with site plan review. Light poles in parking lots must be oriented to prevent glare, and solar-powered fixtures are encouraged. Approval rests with the City Engineer. While Largo is not a designated International Dark Sky community, these provisions function as dark-sky-friendly limits.
Site plan rejection until corrected; existing lights causing nuisance can be cited under property maintenance, with fines per occurrence and required retrofitting.
