Kane County limits light trespass through its site-lighting standard (0.5 lumens per square foot spillover onto adjacent property) and a general performance standard barring operations that produce intense glare, heat, or flash creating a nuisance along lot lines. Chronic glare onto a neighbor can be addressed as a zoning nuisance.
Two provisions control light trespass. Section 25-14-1-6 requires regulated site lighting to avoid direct illumination and glare onto neighboring property and caps spillover at 0.5 lumens per square foot. Separately, the zoning performance standards prohibit any operation producing intense glare, heat, or flash unless performed within a completely enclosed building so as not to create a nuisance or hazard along lot lines. Residential floodlights that shine into a neighbor's home are typically handled as a nuisance; complaints go to the Development Department or, within a city, the municipality.
Glare or spillover exceeding the standards is a zoning violation; the county can order shielding, redirection, or removal, with fines for continued non-compliance.
