San Angelo caps light at a residential property line at 0.05 foot-candles and bars any light beam directed across a boundary above three feet, prohibiting glare that becomes a nuisance, under Code of Ordinances Sec. 8.1205.
San Angelo Code of Ordinances Sec. 8.1205 defines and limits light trespass: no use of luminaires may produce glare or direct illumination across a bounding property line intense enough to create a nuisance. Outside lights must combine a source and reflector so the beam is controlled and not directed across any bounding property line above a height of three feet, and the maximum intensity measured at a property line abutting a residential use is 0.05 foot-candles. Residents file written complaints with the Neighborhood & Family Services Director, who investigates under Sec. 8.1204.
After a valid complaint, the owner must bring lighting into compliance by redirecting, shielding, or removing it. Non-compliance is a misdemeanor, up to $500 per day, each day a separate offense.
