The Unified Development Ordinance's Lighting division sets the baseline rule: unless another provision in that division says otherwise, all outdoor fixtures must be fully shielded (full cutoff) and directed away from residential uses, so glare and spill light don't cross onto a neighbor's yard or windows. The division applies only to nonresidential and multi-family residential development within the city; single-family lots aren't covered by this shielding standard.
