01. 02, the maximum light level allowed at any property line in a residential use area, or on a lot with a dwelling, congregate care or congregate living structure, is ten maintained footcandles; the cap rises to fifteen footcandles measured at a public street right-of-way. Commercial and manufacturing operations that produce glare may not push illumination above ten footcandles when measured in an adjoining residential use area. Floodlights must be aimed at least 45 degrees down from vertical or shielded so the bulb does not extend below the shield's edge, and any floodlight within 50 feet of a public right-of-way must be aimed within 15 degrees of perpendicular to that right-of-way.

Floodlamps of 1,000 or more lumens must point at least 60 degrees down from horizontal or be shielded so the beam is invisible from neighboring parcels. All wall pack fixtures must be cutoff fixtures, and within a designated scenic corridor every lighting fixture must be semi-cutoff or full-cutoff. 5 footcandles at the property line, or 2 footcandles for motion-triggered intermittent lighting. Applicants for outdoor lighting permits must submit a point-by-point footcandle printout and fixture specification sheets to Planning and Development Services showing compliance with the maintained-footcandle limits before a construction permit issues.
