California Vehicle Code 22669-22711 and San Bernardino County Code Title 5 authorize abatement of abandoned, wrecked, dismantled, or inoperative vehicles on public or private property. On public streets, the County Sheriff may mark vehicles with 72-hour tags under CVC 22651(k). Inoperable vehicles on private property visible from public right-of-way or neighboring property are declared public nuisances and subject to abatement. The county participates in the state AVA program funded by DMV vehicle registration fees. Code Enforcement issues Notices of Abatement requiring the vehicle be removed or enclosed within 10 days. Failure to comply results in towing by county-authorized contractors. Vehicles in the High Desert (Apple Valley, Victorville, Barstow unincorporated areas) are frequently reported due to larger lots and visibility.
