Inoperable vehicles stored on private residential property visible from the street are a code violation and must be enclosed in a garage, screened from view, or removed. Sacramento County's Abandoned Vehicle Abatement Program is funded through a $1 per vehicle registration DMV surcharge (SAVAA).
