A. Except as provided elsewhere in this Code, not more than one currently unregistered and/or uninspected motor vehicle or trailer shall be parked on any property in a residential district. No vehicle at any time shall undergo major overhaul, including body work, in any residential district unless such work is performed inside a structure or similarly enclosed area designed and approved for such purposes. B. No person in charge or control of any property in a residential district, whether as owner, tenant, occupant, lessee, or otherwise, shall park or keep a currently unregistered and/or uninspected motor vehicle or trailer, including any partially dismantled, nonoperating, wrecked, junked, or discarded vehicle, on or upon a front yard of a property, other than in a driveway.

Section 63-33 of the Monroe Township Code, Motor vehicles, sits in Article II (the Monroe Township Property Maintenance Code) of Chapter 63 and was amended on 4-4-2022 by Ord. No. O-3-2022-009. Subsection A limits residential districts to not more than one currently unregistered and/or uninspected motor vehicle or trailer parked on any property, except as provided elsewhere in the Code. No vehicle can be in a state of major disassembly, disrepair or in any process of being stripped or dismantled at any time. Subsection B reaches anyone in charge or control of residential property, whether as owner, tenant, occupant, lessee or otherwise. That person cannot park or keep a currently unregistered and/or uninspected motor vehicle or trailer, including any partially dismantled, nonoperating, wrecked, junked, or discarded vehicle, on or upon a front yard of a property, other than in a driveway.

Section 63-1.1 defines refuse to include abandoned automobiles, and § 63-30 prohibits storage of debris, junk or construction material not associated with an approved use. Separately, Chapter 116 governs towing: under § 116-15 a tow operator submits to the Police Department the year, make, model, color and vehicle identification number, a copy of a certified letter to the owner, a photograph and the odometer reading for vehicles unclaimed for a period of over 15 days.
