Sec. 59-16(c)(3) of the North Port Code limits residential lots to no more than two unregistered and/or unlicensed vehicles. Ord. 2018-09 created strong restrictions on derelict vehicles: only two unlicensed/unregistered vehicles per lot, only one in major wreckage/disassembly at any time, the wrecked vehicle must be covered with a non-transparent tarp (in good repair, no excessive tattering), and total disassembled outdoor storage cannot exceed 21 days unless within an enclosed structure. Painting of vehicles is prohibited on residential lots except for parcels over 22,000 sq ft. Florida state law (F.S. §705.103) gives municipalities authority to remove abandoned vehicles from public property after notice; on private property, Code Enforcement initiates the abatement process.
Code Enforcement violations under Ch. 59 can result in fines up to $500/day and ultimately property liens. The City may remove abandoned vehicles from public ROW under F.S. §705.103 and bill the owner.
