Ord. 2018-09 amended Sec. 74-92 to broadly prohibit trucks (16,000+ lbs), truck tractors, dump trucks, on-duty wreckers, bucket trucks, heavy equipment tractors, semitrailers, buses, and construction equipment from being parked for storage on residential rights-of-way - with the sole exception of equipment parked during the tenure of an active construction project.
Sec. 59-16(i) further prohibits storage or overnight parking of these classes of vehicles on residential lots (except where Sec. 59-16(c)(1) permits one such vehicle on a 3+ combined-lot parcel with 80% opacity buffering). 'Storage' is defined as not moved in five consecutive days (Sec. 59-16(a)(12)). The intent is to keep residential streets free of bulky commercial equipment while still allowing legitimate construction at job sites. Wreckers on call/on duty are exempted from the front-yard improved-surface requirement, recognizing emergency response needs.
Sec. 74-84 governs parking violations. Tickets are issued by NPPD with penalties paid within 10 days at the Police Department. Continued violation each day after notice constitutes a separate violation. Code Enforcement liens can attach for unpaid fines.
