Ordinance 2018-09 created Sec. 59-16 of the Code of the City, which sets a combined cap on vehicles and boats on residential lots: 6 on lots under 11,000 sq ft, 8 on 11,000-22,000 sq ft, and up to 12 on lots over 22,000 sq ft. RVs, trailers, and boats parked in the front yard must rest entirely on an improved surface.
Sec. 59-16(c)(2) sets the combined total-vehicle-and-boat cap by lot size. A boat on a trailer counts as one vehicle. RVs (defined in Sec. 59-16(a)(9)), trailers, and boats parked in the front yard must be completely on an improved surface (driveway, gravel, asphalt, concrete, pavers, wood chippings, or shell). Living or camping in a parked RV is prohibited beyond 30 consecutive days under Sec. 59-16(h). Trucks (16,000+ lbs), buses, truck tractors, and semitrailers are generally prohibited from residential storage except on combined 3-lot parcels with 80%-opacity buffering under Sec. 59-16(c)(1).
Violations are enforced by Code Enforcement through the special-master process. Storage is defined under Sec. 59-16(a)(12) as 'not moved in five consecutive days.' Fines escalate to $250-$500 per day with potential lien for unpaid penalties.
