CBMC § 9.68.070 prohibits the operator of any commercial vehicle with more than two axles or four tires from parking on public streets designated as truck routes, or on any public place or private property not directly serviced by a legally designated truck route under CBMC § 9.68.040. The section lists the only recognized exceptions: the vehicle is parked to load or unload merchandise; it is parked during construction or maintenance work on abutting property while actually being used for that work; it is parked due to an emergency or actual equipment failure, though that exception only defends against this section's prohibition and not other Title 9 violations; or the operator holds a site-specific permit from the city's public works department, displayed in the windshield while parked.

CBMC § 9.68.075 sets the permit procedure: an application goes to the public works department, the director decides based on which roads service the area, the permit site's proximity to other structures and uses, and impact on surrounding property owners, and an issued permit runs three years but can be canceled early on 30 days' written notice if it is no longer in the city's interest; the director's decision is final. Separately, CBMC § 9.68.080 limits any legally licensed truck, even on a designated truck route, to a continuous parking period of no more than two hours unless official signage posts a different limit.

CBMC § 9.68.060 requires vehicles licensed for three-ton capacity or over to use the shortest direct route between a location and the nearest legally designated truck route for loading or unloading, with repeated off-route trips needing prior written city manager approval.
