Council Bluffs, IA Parking Rules: Snow Removal Parking Rules (2026)

CBMC § 9.34.010 makes it unlawful year-round for a vehicle to be parked on any public street, avenue, alley, or other public place in a manner that interferes with plowing or snow and ice removal. When accumulation becomes a hindrance to traffic or an emergency, CBMC § 9.34.020 lets the mayor or a designated representative declare an emergency through "appropriate public media", specifically named as broadcasts from KRCB, KETV, WOWTV, KMTV or KTCB-17, or a newspaper of general circulation, and the declaration stays in force until lifted or until a street is cleared curb to curb for a full block.

CBMC § 9.34.030 designates specific emergency snow routes by street segment, and CBMC § 9.34.040 then bans all parking on those designated routes for the duration of the declared emergency, with § 9.34.050 stating those two sections supersede any other parking rule on the affected street without requiring separate posting. CBMC § 9.34.060 extends the same ban to city-owned or operated parking lots until they are cleared. Any vehicle left on a route or lot in violation is declared a nuisance under § 9.34.070 and towed or removed under the chief of police's direction; § 9.34.080 requires written notice to the owner within 24 hours, and § 9.34.090 puts towing and storage costs on the owner, though those costs are not treated as a fine.

CBMC § 9.34.100 separately requires effective tires when snow, sleet or freezing rain makes conditions hazardous. § 9.34.110 sets the penalty for any Chapter 9.34 violation at a $25 fine.
