Hanover County, VA Parking Rules: Commercial & Oversized Vehicles (2026)

2 bars parking a commercial vehicle, as defined in subsection (e), on a public highway adjacent to property zoned RS, RM, RC, R-1 through R-6, or Residential Cluster Development. The definition sweeps broadly: solid waste collection vehicles, tractor trucks and tractor-trailer combinations, dump trucks, concrete mixer trucks, tow trucks of 12,000 pounds or more, heavy construction equipment, food or beverage vending trailers, landscaping or lawn-care trailers whether attached or not, any truck over 20 feet long, and any vehicle with a gross vehicle weight rating of 12,000 pounds or more.

The Sheriff's Office issues citations, and a person cited may waive trial by paying $100 within 30 days under § 15-44 rather than the full $150 fine. The ban exempts a handful of situations: a commercial vehicle temporarily parked while loading or unloading passengers or performing work at that location, utility generators on trailers powering network facilities during an outage, vehicles owned or contracted by the Department of Public Utilities for water or sewer work, and school buses. The rule targets vehicles left on the public street itself; it does not by its terms reach a commercial vehicle parked on the residential lot's own driveway, though other zoning provisions may separately restrict that.

Unpaid citations trigger a five-business-day notice-to-pay letter from the county treasurer under § 15-45, followed by a summons, and every collection action must begin within three years of the delinquency date.
