Spotsylvania County, VA Parking Rules: Commercial & Oversized Vehicles (2026)

Two separate provisions restrict commercial and oversized truck parking. Sec. 12-118, in the traffic code's parking article, makes it unlawful for any person, association or corporation to park a motor vehicle, trailer or semitrailer on or adjacent to county roads, highways and streets when doing so for commercial purposes; the only exception is for motor vehicle carriers picking up or discharging passengers. Violating this section is treated more seriously than an ordinary parking ticket under Sec. 12-123: if a court summons is contested and results in a conviction, the fine cannot be less than $100 and can run up to $250 plus court costs, well above the flat fine applied to most other parking violations.

Separately, the zoning ordinance's off-street parking division addresses truck parking inside residential subdivisions directly. Sec. 2(p) bars tractor-trailer trucks and refrigerated trucks from parking in approved subdivisions located in the residential (1) and residential (2) zoning districts, with a narrow exception when the truck is actually making a pickup or delivery at the time. Together, the two sections cover both scenarios property owners and drivers ask about: a big rig parked on a county road or street for business purposes, and a tractor-trailer or refrigerated truck sitting in a residential subdivision between deliveries.

Enforcement of Sec. 12-118 runs through the sheriff's department or fire marshal under the general parking-citation process in Sec. 12-122, while the residential subdivision truck ban in Chapter 23 is enforced by the zoning administrator as a zoning violation.
