Residential commercial-vehicle parking rules are municipal in Essex County. The county has a real, enforceable rule barring commercial vehicles from operating in its parks and on county park roads without the Director's permission.
Where trucks and commercial vehicles may park in neighborhoods is set by each municipality under NJ Title 39, not the county. The county does directly regulate its park roads. County code provides: "No person shall operate a commercial vehicle in a County park, County park property, or on County park roadways designated for vehicular travel without prior permission or authorization from the Director, with the exception of Mill Street within the confines of Branch Brook Park in Belleville and South Orange Avenue, Cherry Lane, and Brookside Drive within the confines of South Mountain Reservation." A commercial vehicle is one rated at 10,001 or more pounds gross vehicle weight.
Municipal commercial-parking fines commonly $50 to $250. County park violations can lead to ejection and seizure of the vehicle by county officers.
