Palm Coast historically prohibited storage of any commercial vehicle on residential property under Chapter 44, Section 44-34(c) of the City Code, allowing only residential service calls. The City Council amended Section 44-34(c) on second reading November 18-19, 2025 to allow one qualifying work truck per residential property in the driveway: weight less than 26,000 pounds, length not exceeding 20 feet, height not exceeding 9 feet, with limited attachment dimensions and no exposed loose tools. Larger commercial vehicles (semis, box trucks, dump trucks), boats, and utility trailers remain prohibited from residential property.
Palm Coast Code Section 44-34(c) defines a commercial vehicle broadly: 'Any agricultural, construction or industrial equipment; any motor vehicle upon which advertising markings have been affixed which occupy in excess of three square feet per side; any motor vehicle having a carrying capacity of more than one ton; any motor vehicle to which has been added a platform rack or other similar apparatus designed for carrying property or cargo, but excluding a standard luggage rack; any pickup truck to which has been added a cargo box, or similar carrying device, which is located outside the flatbed portion of the vehicle, or which is located within the flatbed portion but exceeds the height of the cab portion of the vehicle; any motor vehicle equipped with a hoist or other similar mechanical equipment. The term may include, but is not limited to, a bus, step van, tractor, trailer, semitrailer, or semitruck, limousine, cab, ice cream truck, tow truck or any vehicle which requires a commercial driver's license to operate.' The original prohibition stated: 'It is prohibited and unlawful to park or store a commercial vehicle anywhere in City limits as posted per Florida State Statute 316.1945 at any time unless at a residence for a residential service call.' On November 18-19, 2025, City Council passed on second reading an amendment to Section 44-34(c) allowing one qualifying work truck per residential property in the paved driveway, subject to: weight less than 26,000 pounds; height not more than 9 feet; length not more than 20 feet; equipment attachments not exceeding 2 feet above vehicle height, 2 feet beyond length, or 1 foot wider than vehicle width; and no hanging or exposed loose tools or materials. Markings on the truck are not regulated. Larger commercial vehicles (semis, box trucks, dump trucks, large flatbed trailers, buses), boats, and utility trailers remain banned from residential property. Overnight parking in swales is still prohibited from 1:00 a.m. to 6:00 a.m. under Section 44-33. Code Enforcement Manager Barbara Grossman was directed to report back to council in six months on potential abuse.
Parking or storing a commercial vehicle that exceeds the November 2025 qualifying limits (26,000 pounds, 20 feet, 9 feet, attachment dimensions) or storing more than one qualifying commercial vehicle on residential property violates Section 44-34(c) and is enforced by the Code Enforcement Division at (386) 986-3764. Storing a semi-tractor, dump truck, box truck, large flatbed, bus, or similar heavy equipment on a residential lot is prohibited regardless of the new allowance. Parking a commercial vehicle in the paved street right-of-way is banned at all times under Section 44-33, and overnight swale parking (1:00 a.m.-6:00 a.m.) carries $25/$50/$100 civil penalties.
