Palm Coast effectively bans overnight street parking: paved-right-of-way parking is prohibited at all times under Chapter 44, Section 44-33, and unpaved swale and median parking is prohibited between 1:00 a.m. and 6:00 a.m. Overnight parking is therefore not lawful on any city right-of-way except in defined Florida emergencies. Residents and guests must use the paved driveway or garage. Civil penalties for Section 44-33 violations are $25 / $50 / $100. RVs, boats, and trailers may not be stored on residential property under Section 44-34.
Palm Coast does not have a permissive overnight street parking framework. Chapter 44, Section 44-33 ('Parking on public rights-of-way') states that 'except in the case of emergencies as defined in the Florida Statutes, the parking of vehicles, private passenger or recreational vehicles in the paved rights-of-way of City roads is prohibited' - this restriction is in force 24 hours a day, including overnight. The unpaved portion of the right-of-way (swales and medians) is governed by a specific overnight window: 'The parking of vehicles in the unpaved rights-of-way (including, but not limited to, swales and medians) is prohibited between the hours of 1:00 a.m. and 6:00 a.m.' For practical purposes, that combination means there is no lawful overnight on-street option in Palm Coast: the paved lane is banned all the time, and the swale is banned during the overnight window. Civil penalties under Section 44-33 are $25 (first offense), $50 (second), and $100 (third or subsequent), classified as nonmoving violations. Residents and guests must use the paved residential driveway or garage. Section 44-34 separately prohibits storing RVs, boats, boat trailers, and utility trailers on residential property at any time, including overnight. Recreational vehicles and boats also cannot be parked overnight at the curb or in the swale. The November 2025 work-truck allowance in Section 44-34(c) permits one qualifying work truck overnight in the residential driveway, but does not authorize overnight street parking. Sleeping or living in a vehicle on a public street or in a swale is not authorized; the Flagler County Sheriff's Office handles public-safety calls. Special-event or visitor parking that requires use of the right-of-way must be coordinated in advance with the City. Reports of habitual swale parking violations go to Code Enforcement at (386) 986-3764.
Parking overnight on any paved right-of-way of a Palm Coast street violates Section 44-33 at any hour (not just overnight) and is a nonmoving violation with $25 / $50 / $100 escalating fines. Parking in the swale or unpaved median between 1:00 a.m. and 6:00 a.m. carries the same penalty schedule. Storing an RV, boat, or trailer overnight on a residential lot or at the curb violates Section 44-34 (residential) or Section 44-33 (right-of-way). Vehicles that block driveways, fire hydrants, or fire lanes are subject to immediate tow regardless of the hour.
