Virginia Beach prohibits parking commercial vehicles over 12,000 pounds gross vehicle weight in residential zoning districts. This includes tractor-trailers, dump trucks, box trucks over 26 feet, and buses. One service truck, work van, or pickup up to 9,000 pounds GVW is allowed if it is the resident's personal work vehicle, parked on the driveway, and displays no more than two exterior signs. Trailers, RVs, and boats follow separate rules. Violations can escalate to towing after 48-hour notice.
Commercial-vehicle parking in residential zones is governed by Virginia Beach City Code Chapter 21 (Motor Vehicles & Traffic) and the Zoning Ordinance. In R-series residential districts (R-5D, R-7.5, R-10, R-15, R-20, R-30, R-40) the following are prohibited from parking overnight on public streets or in front-yard driveways: any single vehicle with a manufacturer GVW rating over 12,000 pounds; any truck tractor with or without a trailer; any semi-trailer; vehicles carrying hazardous materials placards; and any commercial vehicle with a platform exceeding 20 feet in length. Exceptions: (1) actively loading or unloading for up to 2 hours; (2) one service van or pickup up to 9,000 pounds GVW belonging to a resident, limited to two 12-inch-square business signs total, parked in the driveway (not the front yard grass); (3) utility, emergency, and municipal vehicles on duty. RVs, camping trailers, boats, and utility trailers are governed separately under Section 23-58 and must be stored in side or rear yards, screened from street view by a 6-foot fence or landscaping, with one additional allowance for active-use periods (up to 7 consecutive days twice a year for loading trips). Business-zoned and industrial-zoned properties have no commercial vehicle restrictions. Enforcement is complaint-driven; officers issue a warning tag giving 48 hours to relocate, then tow at owner expense to the city contract lot. First-offense civil penalty is $25, rising to $100 for repeated violations in 12 months.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Virginia Beach code enforcement directly for current fines, enforcement procedures, and hearing options.
