Virginia Beach residential driveways must connect to a public street with a city-permitted curb cut. Only one driveway apron is allowed per single-family lot unless the lot exceeds 100 feet of frontage. Parking on the unimproved front yard (grass or dirt) is prohibited: vehicles must rest on a hard surface such as concrete, asphalt, pavers, or approved gravel. Maximum driveway width in the front yard is generally 24 feet or 40% of the lot frontage, whichever is less. Driveways must be set back at least 5 feet from side property lines.
The Virginia Beach City Code regulates private driveways through Chapter 33 (Streets & Sidewalks), the Zoning Ordinance Article 2 (Parking Regulations), and Public Works Standards. A curb cut for a new driveway requires a right-of-way permit from the Department of Public Works Operations Division. Single-family lots are limited to one driveway apron; lots with 100 feet or more of street frontage (common in Sandbridge, Red Mill Farm, and Alanton) may apply for a second. In front yards, driveway paving may not exceed 24 feet wide or 40% of the lot frontage, whichever is less; circular drives are allowed if both connections meet spacing standards. Approved surface materials include concrete, asphalt, interlocking pavers, and stabilized gravel with edge restraints. Loose sand, grass, and bare dirt do not qualify as approved parking surfaces, and parking a vehicle on a front lawn is a nuisance violation. Driveway aprons must match the city's detail CG-9 (concrete apron with 1/4-inch per foot cross-slope) and taper from the street curb to a minimum 10-foot driveway throat. Side-yard setback is 5 feet minimum from the property line. Stormwater runoff from new or expanded impervious surfaces over 2,500 square feet triggers a Chesapeake Bay Preservation Area review because all of Virginia Beach lies within the Bay watershed. Corner lots have an additional clear-sight triangle at the intersection (typically 25 feet each way) that prohibits obstructive paving or landscaping. Penalties for unpermitted work include a stop-work order and civil penalties up to $200 per violation per day.
