Snohomish County does not run a residential colored-curb parking system (red/yellow/white zones) in its unincorporated parking chapters, and residents may not paint public curbs themselves. Curb markings on county roads are controlled by Public Works and the state traffic-control manual.
Unlike many cities, unincorporated Snohomish County's parking rules (SCC 11.05, 11.06, 10.36) rely on defined vehicle types and time limits rather than painted curb colors, and note that traffic signs need not be posted to enforce them (SCC 11.05.030(2), 11.05.040(2)). Any official pavement or curb marking on a county road is installed by Snohomish County Public Works under the Washington MUTCD (WAC 468-95). Private individuals cannot legally paint or mark a public curb or right-of-way; doing so without authorization is prohibited and any needed work on the right-of-way requires a Title 13 SCC permit.
Unauthorized painting or marking of a public curb/right-of-way is handled by Public Works as a right-of-way violation; parking enforcement itself does not depend on curb color.
