Owensboro, KY Parking Rules: Curb Color Rules (2026)

Section 25-117 gives Owensboro two related no-parking tools. Subsection (a) bans parking at any time wherever the curb has been painted yellow or wherever other signage designates "no parking," a standard that applies without regard to the time of day or day of the week, unlike the chapter's separate limited-parking and certain-hours provisions elsewhere in article II. Subsection (b) lets the chief of police designate all or part of a parade route as temporarily off-limits to parking by erecting temporary traffic signs, and parking or leaving a vehicle unattended in violation of those temporary signs is itself unlawful.

Because § 25-117 does not print its own dollar penalty, a citation for parking at a painted yellow curb or a posted "no parking" sign falls back on the chapter's general penalty in § 25-56(a): a fine of not less than $25.00 nor more than $100.00 for each offense. The engineering department is responsible for maintaining curb paint and signage citywide, while the Owensboro Police Department issues citations and can order towing where a vehicle blocks a designated parade route. Because the rule turns on the physical condition of the curb rather than a printed time window, a driver cannot rely on checking a nearby sign for hours; any street segment with a yellow-painted curb is off-limits to parking around the clock, and repainting or new signage can change which curbs are restricted from one enforcement sweep to the next.
