Section 25-126 targets large vehicles left standing on public streets in residential neighborhoods rather than vehicles parked on private driveways or yards: farm equipment, trucks, utility trailers, truck trailers, boats, recreational vehicles, and buses may not sit on any public way in a residential section for more than three hours, with an exception only while the vehicle is actively being loaded or unloaded. The ordinance expressly carves out small panel trucks and pickup trucks, so an ordinary pickup or work van is not subject to the three-hour limit even if it otherwise resembles the listed vehicle types.

Because the rule addresses the public way rather than private property, it does not by itself restrict how long an RV, boat, or trailer sits in a resident's own driveway or side yard; that is governed separately by the joint Owensboro-Daviess County Zoning Ordinance's accessory-use and yard standards, not by this traffic-chapter provision. Section 25-126 does not carry its own dollar penalty, so a violation is fined under the chapter's general penalty in § 25-56(a): not less than $25.00 nor more than $100.00 for each offense.

The Owensboro Police Department's traffic division enforces the limit, and the fine schedule table appended to § 25-56 separately lists a base fine specific to trucks, RVs, and buses parked in residential areas, distinguishing it from the general prohibitions listed elsewhere in the same table. A resident hosting a boat or camper for a move or repair has a narrow three-hour loading-and-unloading window on the street itself before the vehicle must be relocated off the public way.
