05, Other Parking Restrictions, gives the City Council authority to establish No Parking Zones on any street or highway, and Subdivision 2 makes it unlawful to stop, stand or park a vehicle in such a zone once it has been marked either by a sign or by a yellow curb, except as otherwise provided in the Code or when a police officer directs otherwise. The same Section, in Subdivision 3, separately bars parking in an industrial, commercial or multiple- or single-dwelling area where an off-street parking area or truck-standing space is provided, requiring vehicles to use the designated area for parking, loading or unloading instead of the street.

Subdivision 4 extends the no-parking rule to City parks and other public property, limiting parking there to designated parking areas or wherever an official posted sign allows it. Subdivision 1 carves out a narrow exception for a vehicle disabled on the traveled portion of a street when it is genuinely impossible to avoid stopping there.
