Full Breakdown

Curb colors in the City of San Jacinto, Riverside County, California are defined in San Jacinto Municipal Code § 10.16.190. The traffic engineer is authorized to place signs or curb markings, and the code fixes what each color means.

Red means no stopping, standing or parking at any time, except as the state Vehicle Code permits and except that a bus can stop in a red zone marked or signed as a bus zone. Yellow means no stopping, standing or parking between six a.m. and six p.m. of any day except Sundays and holidays for any purpose other than loading and unloading of passengers or materials, with loading of passengers capped at three minutes and loading of materials at six minutes. White allows only loading or unloading of passengers, not exceeding three minutes, and applies at all times. Green means no standing or parking for longer than ten minutes between nine a.m. and six p.m. of any day except Sundays and holidays. Blue means no parking or standing unless a valid California Department of Motor Vehicles disabled person's placard or plate is displayed.

The code also says where markings go and how much curb they can take. Curb signs and markings are placed at any place in the business district, and elsewhere in front of or adjacent to any place of business, school, park, building, hall or place used for the purposes of public assembly. In no event can more than one-half of the total curb length in any block be reserved for loading zone purposes. Where curb marking is used, loading zones are indicated by a yellow paint line stenciled with black letters "LOADING ZONE" on the top of all curbs in the zone. Bus zones under § 10.16.320 use a red line stenciled with white letters "BUS ZONE" on the curb, and no bus zone can exceed 80 feet in length unless the traffic engineer extends it to a total of 130 feet.

Subsection B closes the loop: once the traffic engineer has placed signs or curb markings, no person can stop, stand or park a vehicle adjacent to them in violation of the section.

Violations & Fines

Section 10.16.350 makes a violation of Chapter 10.16 punishable by a fine of not more than $500, with each day a separate violation. Under § 10.16.360, citations are processed under California Vehicle Code Section 40200 et seq., and civil penalties are set by City Council resolution. Parking beside a marked curb contrary to its color is a violation under § 10.16.190(B).

Frequently Asked Questions

What does a red curb mean in San Jacinto?
No stopping, standing or parking at any time, except as the state Vehicle Code permits. The one carve-out in § 10.16.190(A)(1) is that a bus can stop in a red zone marked or signed as a bus zone. A red line with white "BUS ZONE" lettering is the bus zone marking under § 10.16.320.
How long can I park at a green curb?
Ten minutes. Section 10.16.190(A)(4) says a green curb means no standing or parking for longer than ten minutes at any time between nine a.m. and six p.m. of any day except Sundays and holidays. The code states no hours-based green rule outside that window in the text quoted here.
Who can park at a blue curb?
Only a vehicle displaying a valid California Department of Motor Vehicles disabled person's placard or plate. Section 10.16.190(A)(5) bars parking or standing at a blue curb otherwise. Section 10.16.390 separately makes it unlawful to use a placard reported lost or stolen, or issued to a person reported deceased for more than sixty days.
Can the city paint the whole block as a loading zone?
No. Section 10.16.190(D) says in no event can more than one-half of the total curb length in any block be reserved for loading zone purposes. The traffic engineer places the markings, and they go in the business district and in front of or adjacent to places of business, schools, parks and public assembly buildings.
