Full Breakdown

San Jacinto Municipal Code § 10.16.210, amended by Ord. No. 25-07 on 3/17/2026, regulates commercial vehicles in the City of San Jacinto, Riverside County, California by zoning district. In or adjacent to a residential zoning district, a commercial vehicle cannot be parked on public or private property except for immediate loading or unloading. On a public roadway in or adjacent to a commercial zoning district, parking is limited to loading or unloading. On a public roadway in or adjacent to an industrial zoning district, the limit is 24 hours. An unattached commercial trailer cannot be parked on any public roadway except to load or unload property or goods.

The definition decides who is covered. A vehicle is commercial if it meets any one test: a gross vehicle weight rating or actual weight of 10,000 pounds or more; more than two axles; a pickup cargo bed of nine feet or more; a build or use for carrying property, tools or equipment for a trade or business, such as box trucks, flatbeds, cargo vans, utility trucks and tow trucks; dimensions over 24 feet long, eight feet high or eight feet wide; DMV commercial registration; or business signage, a USDOT number or commercial-grade apparatus. Standard pickups up to Ford F-350, Chevrolet/GMC 3500 and Ram 3500 are excluded if they stay under the thresholds, as are personal-use cars, rideshare and delivery drivers' vehicles, recreational vehicles, horse trailers and marked government or utility vehicles.

Two relief valves exist. Special permission can be granted in writing by the Community Development Director or designee, on a request stating the reason, duration and supporting documentation, and temporary exemptions are limited in duration and carry conditions. Separately, a registered historic commercial vehicle can be stored on a Residential Rural (RR) parcel of at least one acre, one per full acre, at least 50 feet from abutting residential property lines, after a Zoning Clearance.

A person aggrieved by the Director's written interpretation can appeal in writing to the City Manager within 10 calendar days, and the City Manager's decision is final. Zoning Code § 17.330.040(A) adds that trucks exceeding eight feet in height or 20 feet in length cannot be parked or stored in any residential zone unless inside an enclosed structure.

Violations & Fines

The Code Enforcement Division enforces § 10.16.210 in coordination with the Police Department, and violations are subject to administrative citations, fines or other remedies provided by law. Chapter 10.16 also carries a fine of not more than $500 under § 10.16.350, with each day a separate violation, and revocation of a historic-vehicle exemption follows noncompliance.

Frequently Asked Questions

Can I park my work truck at home in San Jacinto?
It depends on whether it meets the commercial definition in § 10.16.210(A). Standard pickups up to Ford F-350, Chevrolet/GMC 3500 and Ram 3500 are excluded if they stay under the weight and dimension thresholds. A vehicle at 10,000 pounds or more, or with more than two axles, is commercial and cannot be parked at a residence.
Can a commercial vehicle stop in a residential area for a delivery?
Yes, for immediate loading or unloading only. Section 10.16.210(B) bars parking a commercial vehicle in, on or adjacent to a residential zoning district on public or private property, with that single stated exception. Staying beyond the time needed to load or unload falls outside it.
How do I get an exemption?
Submit a written request to the Community Development Director or designee stating the reason for the exemption, the duration requested and supporting documentation. Subsection G says temporary exemptions are limited in duration and can carry conditions or revocation provisions. A written interpretation can be appealed to the City Manager within 10 calendar days.
What about an antique truck I am restoring?
A historic commercial vehicle with DMV historic plates can be stored on a Residential Rural parcel of at least one acre, one per full acre, 50 feet from abutting residential lines, in an interior side or rear yard. Street parking is prohibited, and a Zoning Clearance from the Planning Division is required first.
