In the AU, RU-1, RU-2 and RU-3 Districts the area reserved for off-street parking shall be either graveled, mulched or hard-surfaced. In all other zones it shall be hard-surfaced. Where the parking area is hard-surfaced, the same shall consist of a good rolled rock base, well tamped and topped with oil and sand or with asphalt or surfaced with concrete. Occupancy of a given structure or premises shall be prohibited until the required parking area has been improved, inspected and approved.

Full Breakdown
Zoning code Section 33-126 sets the surface standard for required off-street parking areas, which includes driveways serving a residence. In the AU, RU-1, RU-2 and RU-3 districts the area can be graveled, mulched or hard-surfaced; every other district must be hard-surfaced with a rolled rock base topped with oil-and-sand, asphalt or concrete. A structure cannot be occupied until the required parking area is built, inspected and approved, and the area must stay drained and maintained in clean, sanitary repair. This applies only in unincorporated Miami-Dade County (UMSA). Chapter 33 governs the unincorporated area only, so Miami, Hialeah, Miami Beach and the other 31 cities set their own driveway-surface rules.
Violations & Fines
Occupancy of the structure is barred until the required parking/driveway area is improved, inspected and approved by the Department; an unsurfaced or non-conforming driveway is enforceable as a zoning code violation under Chapter 8CC's civil penalty schedule.
