No person...shall allow any person to keep, store, or park any motor vehicle on any portion of a front yard or corner street side yard...except on a paved designated driveway area, an unpaved designated driveway area, or parking pad not to exceed twenty-five (25) percent of the front yard or corner street side yard. The unpaved, designated driveway area or parking pad must be surfaced with gravel or similar material or hard-packed in a manner that does not result in the creation of dust, mud, silt, or standing water.
