In unincorporated San Bernardino County, the Development Code permits driveway parking for single-family homes but bars parking elsewhere in the front-yard setback. Driveways and off-street parking areas must be surfaced (typically two inches of asphaltic concrete in the Valley Region), and driveway widths and dimensions follow Development Code standards.
Driveway and on-site parking standards come from the County Development Code, Chapter 83.11 (Parking and Loading Standards). Section 83.11.030(a) allows parking in the front-yard setback only within the driveway for a single-family residential use; areas of the front yard outside the driveway may not be used for parking. Footnote 2 to Table 83-15 adds that, outside the Mountain Region, residential parking spaces must be to the rear of the front setback line and tandem parking is generally not allowed (the Mountain Region is treated differently). Surfacing requirements are set in Section 83.11.090: in the Valley Region, required off-street parking, loading areas and access drives must be surfaced with at least two inches of asphaltic concrete paving or plant-mix surfacing per County Department of Public Works Specification No. 38; the Mountain Region uses a similar two-inch standard; and the Desert Region allows dust-proofing (gravel, slag) for many residential parcels in lieu of full paving. Section 83.11.070 sets parking-space dimensions (generally nine feet by 19 feet, enclosed garage spaces 10 by 20 feet) and driveway widths, which range from 12 feet for parallel to 24 feet for 90-degree configurations. County code-enforcement guidance also notes that vehicles should be parked on the driveway or another approved surface rather than on dirt or lawn. Specific setbacks and surfacing depend on region and zoning district.
Parking in the front-yard setback outside the driveway, or parking on an unpaved dirt or lawn area where paving or dust-proofing is required, can be cited as a Development Code violation. Installing a driveway or parking surface that does not meet the Section 83.11.090 surfacing standard, or building substandard driveway widths, can also draw enforcement and permit issues.
