Section 15.265.060 requires installation, wiring, bonding, disconnecting means and overcurrent protection to meet Article 625 and all applicable provisions of the California Electrical Code, with floor- or wall-mounted equipment meeting the California Building or Residential Code. The county may require a use permit only where the building official finds, on substantial evidence, a specific adverse impact on public health or safety. A charging station is defined as electric vehicle supply equipment built in compliance with Article 625 of the California Electrical Code.
Because Chapter 15.265 is a permitting-facilitation ordinance, the main compliance issue is installing a charging station without the required (expedited) building permit or contrary to Article 625 of the California Electrical Code and the county's adopted checklist. The building official can issue correction notices, withhold approval to energize the station, and require a use permit where a specific adverse public-safety impact is found.
