Greenville, NC Parking Rules: EV Charging (2026)

Under City Code Sec. 10-2-119, the City Manager may reserve certain on-street or off-street parking spaces located at or near city-installed electric charging stations for exclusive use by electric vehicles. The city must mark those spaces clearly through signage, painted lines, curb markings, parking surface painting, or an equivalent method that tells the public the space is reserved and any other parking is prohibited. The fee to park in a reserved EV space is set separately in the city's Manual of Fees, not in the ordinance text itself.

The section spells out five specific violations: parking a nonelectric vehicle in a reserved space, parking an electric vehicle there without keeping it attached to the charging station, parking without making the required payment where a meter applies, exceeding the posted time allowed, and remaining in the space after the vehicle has finished charging. Because Sec. 10-2-119 sits among Greenville's time-limited parking provisions (Article C, Chapter 2, Title 10), the graduated civil penalty structure for time-limited parking in Sec. 10-2-152(B) applies: a first violation draws a written warning, a second draws a $10 civil penalty, and a third or later violation draws $20. Sec. 10-2-152(C) adds $15 late fees at 10, 30 and 60 days if a ticket goes unpaid. Enforcement runs through the Greenville Police Department and its parking enforcement officers, per Sec. 10-2-151, and unpaid penalties can be pursued through debt collection, a collections agency, the state Setoff Debt Collection Act, or a civil action, per Sec. 10-2-152(F). Appeals go through the city's parking appeal process and must be filed before the civil penalty payment deadline.
