The Police Department and Public Works parking enforcement officers enforce a detailed list of no-stopping/no-parking locations codified at Sec. 10-2-107, which applies at all times unless official signs say otherwise or a law enforcement officer directs traffic (Sec. 10-2-100). Beyond the familiar bans on sidewalks, crosswalks, and intersections, the list reaches less obvious spots: within 500 feet of fire apparatus responding to an emergency, within 75 feet of a fire station entrance on the opposite side of the street, on the paved travel portion of any street, on a median for more than 24 hours, and in the same on-street space continuously for more than 72 hours.

Vehicles displayed for sale on a street, or left for washing, repairing, or storage exceeding 72 hours, are also prohibited. Separately, Sec. 10-2-103 requires every vehicle parked on a street to sit parallel to and within 12 inches of the curb, wheels on the right side, headed in the direction of lawful traffic movement; parking on the operator's left is unlawful except on one-way streets. A vehicle parked or left in violation is treated as prohibited parking under Sec. 10-2-101. Enforcement runs through Sec. 10-2-151 through 10-2-156: an officer attaches or delivers a violation notice, the standard civil penalty is $50 by ticket (Sec.

10-2-152(A)), and unpaid tickets can trigger towing and storage under Sec. 10-2-153, with all penalties and towing fees due before release. A person may appeal a civil penalty in writing to the City Manager's office within five days, with a hearing before a three-member Appeal Board within 30 days (Sec. 10-2-156).
