Greenville, NC Parking Rules: Loading Zones (2026)

Sec. 10-2-114, part of the Designated Parking Areas subpart of the traffic and parking chapter, lets the city set specific dates and times a curb space functions as a loading zone. The Director of Engineering designates the zone under Sec. 10-2-113(A)(1), and the zone must be marked by signage, painted lines, curb markings, or parking surface painting before the restriction takes effect (Sec. 10-2-113(C) requires posted signs for any prohibited or time-limited parking to be enforceable). Within the designated dates and times, stopping or parking is limited strictly to loading or unloading freight, goods, passengers, equipment, or other property; a vehicle actually engaged in that activity may remain no more than one hour.

Any vehicle occupying the space for another purpose, or a loading vehicle left past the one-hour cap, is in violation. Enforcement follows the chapter's general provisions: a police officer or parking enforcement officer attaches or delivers a notice of violation (Sec. 10-2-151(B)), the standard civil penalty is a $50 ticket unless the chapter specifies otherwise (Sec. 10-2-152(A)), with additional $15 late fees at 10, 30, and 60 days unpaid. A vehicle left in the loading zone in violation of the posted restriction can be towed and stored under Sec.

10-2-153, and all civil penalties and towing fees must be paid before the vehicle is released. Violators may appeal a penalty in writing to the City Manager's office within five days of issuance, with a hearing before the three-member Appeal Board (Sec. 10-2-156).
