Montgomery County enacted Bill 40-21 mandating EV-ready parking spaces in new construction projects. New commercial buildings must include EV charging stations in at least 10% of parking spaces. Residential homeowners may install Level 1 or Level 2 chargers with a DPS electrical permit. Maryland law (HB 830, effective 2023) prohibits HOAs from unreasonably restricting EV charger installation by homeowners. The Montgomery County Green Bank offers financing programs for EV infrastructure. WSSC requires separate metering approval for commercial charging stations that could affect water-sewer billing. The county operates a growing public charging network through the Department of Environmental Protection. Utility interconnection with Pepco may require panel upgrades for Level 2 (240V) installations.
